To play Gameboy Color Games on your mobile phone, you will need an emulator called MeBoy. You can download MeBoy from here

MeBoy Website
MeBoy is a Gameboy emulator for mobile phones (which means you can use it to play Gameboy games on a mobile phone). It works on phones with support for Java Micro Edition, specifically MIDP 2.0. Your phone manufacturer's web site can tell you if this includes your phone. MeBoy supports both Gameboy and Gameboy Color games, and with version 2.0 you can even play your games with sound! With MeBoy you can also save your progress at any time, whether the game itself supports saving or not. Any number of saved games can be stored concurrently (only limited by your phone's available storage space). Since version 2.0, you can share your saved games with your friends via Bluetooth.

By Clicking on the Download link, get a copy of MeBoy:

Download MeBoy
After downloading the MeBoy, launch the MeBoy File (MeBoyBuilder.jar). And you will see the window like following:

MeBoy Window
To run a Gameboy game, you will need to have a Gameboy Black&White or a Gameboy Color ROM. I'm going to download a Gameboy Color ROM from CoolRom of GTA 2 found here.

Now, Click Add Game button and browse to the Gameboy Rom and click Open.

Add Game ROM to MeBoy
Now, Click Create MeBoy.jar and choose the location to save the new JAR file and Click Save

Save the JAR file
It may complain if you change the JAR filename (eg. from MeBoy to MyTechSite) in the Save window. You can either ignore or default the name.

Now, the next step is to copy both the files (SOMETHING.JAR and SOMETHING.JAD) to the Mobile phone and run it.

To save the games (for example in Pokemon), you have to go to the menu and choose the first option "Suspend" which will save your game progress.

To actually play the games, you will have to set the buttons to emulate the direction buttons and "A", "B" buttons of GameBoy by choosing the fourth option "Set Buttons".
